We have submitted a comprehensive permit application for a Local Initiative Program (LIP) project, otherwise known as a Friendly 40B. This program encourages the creation of a variety of housing. Unlike the state’s 40B statute which does not require community buy-in, the LIP expects negotiation and compromise between the developer and the Town, ultimately fostering community support. This is exactly what we are doing at Rowley Farms.

Importantly:  Any and all steps in the Rowley Farms development will take place in phases over several years – with careful consideration and protection of the Town’s infrastructure and resources.

While the LIP-Friendly 40b program is focused on housing, it is a vital step for the entire project. A development that creates much-needed housing options will unlock crucial state infrastructure funding. In Rowley, this would also enable access to roadways that will spur the Town’s long-term economic vitality. Ultimately, the apartments and townhomes built at Rowley Farms will help the Town meet its requirement of 10 percent affordable housing, negating any forced affordable housing in the future. The Town and Rowley Farms jointly signed the LIP application two years ago, and the project was put on hold at the Town’s request so Rowley Farms could help Rowley meet its 3A obligation. Since the 3a vote in June, Rowley Farms has been doing diligence around the LIP application and continuing to take input from the community.

This vital phase began with the filing to the Zoning Board of Appeals in December of 2025.
